Great Oaks Concrete Steps & Rail Installation 2026

Laurel Oaks Career Campus in Wilmington, Ohio needed a direct walking route from the building entrance down to the lower parking lot. The project builds one: a run of roughly twelve concrete steps with a pad at the top, a walk at the bottom, and two-line handrail the whole way down.

The stair is built as a structure rather than a slab. Eight inches of spoils come out at the stair location, four inches of compacted stone go in, and rebar runs at eighteen inches on center through the upper pad, the steps and the lower sidewalk. Concrete is a minimum of 2,500 psi, finished with a light broom and picture frame edging, then sealed. A four-inch schedule 40 pipe is run under the lower sidewalk so water crossing the site has a way through instead of standing at the bottom of the run.

The upper pad is four feet by three, the lower pad twelve feet by three. The step count is approximate in the contract and is settled after excavation, when the real drop between the two elevations is known. The railing is schedule 40 alloy tube, two lines, running four feet from the building entrance to the top pad and then down both sides of the pad, both sides of the steps and both sides of the lower landing.

The work was bought against a pre-bid TOP-C unit price contract, which is what makes a single stair run worth doing as its own project rather than waiting for something larger to attach it to.

Technical Discussion

Steps are what ages first

Exterior concrete stairs wear out well before the building they serve, and for reasons that have little to do with how well they were built. Three things happen to a stair that do not happen to a wall. It funnels everyone crossing that side of the campus onto the same few square feet. It holds water, on every tread and at the base of every riser. And it gets salted, because it has to be, every time the temperature drops. Water that gets into a crack and freezes overnight is the mechanism; the salt keeps the water liquid long enough to find the crack.

So the parts of this contract that look like overbuild for a set of steps are the parts that decide how long they last. Eight inches of excavation and four inches of compacted #304 stone put a drainage layer between the concrete and the subgrade, so water leaving the stair is not held under it. Rebar at eighteen inches on center through the upper pad, the steps and the lower walk keeps the pieces working as one as the ground moves under them. The four-inch pipe under the lower sidewalk gives water at the bottom of the run somewhere to go rather than a place to pond against the last riser. The sealer and the picture frame edging are the salt-facing details.

The other thing a rebuild buys is a stair that is consistent. Risers that vary from one step to the next are the ones people catch a toe on, and a full replacement is the moment that gets corrected — which is why the contract sets the step count after excavation. Twelve is the estimate; the actual number comes from the measured drop, divided evenly. The rail follows the same reasoning. Two lines, both sides, continuous down the pad, the steps and the lower landing, plus a four-foot section from the building entrance to the top pad, so there is something to take hold of before the first step rather than after it.
