About TIPS — The Interlocal Purchasing System

TIPS (The Interlocal Purchasing System) is a national cooperative purchasing program housed and managed by Region 8 Education Service Center in Texas. It gives government, education, and nonprofit organizations across the country access to competitively procured contracts with pre-vetted vendors — so members can buy the goods, services, and construction they need without running a separate bid of their own.

Why Members Choose TIPS

• Free membership — there is no cost to join TIPS.

• Nationwide reach — open to entities in all states.

• Open to a wide range of entities — K-12 and charter schools, colleges and universities, cities, counties, state agencies, and nonprofits.

• Competitively procured contracts — awarded through TIPS’s public solicitation process, with a broad construction catalog (JOC, HVAC, roofing, lighting, and trades) that Prodigy is awarded under.

How Membership Works

Joining is free and simple: enroll through TIPS — there’s a Texas pathway and an all-other-states pathway — then purchase from awarded vendors using your own purchase order, identified as a TIPS purchase. As with any cooperative, members remain responsible for ensuring each purchase meets their own state and local purchasing rules. Become a TIPS member.
