About the 791 Purchasing Cooperative

The 791 Purchasing Cooperative is a national governmental purchasing cooperative named for Chapter 791 of the Texas Government Code — the Interlocal Cooperation Act that lets one government agency use a contract competitively awarded by another. Through lead agencies including the Central Texas Council of Governments, Region 15 Education Service Center, and The Ohio Purchasing Council, 791 gives public agencies across the country direct access to competitively awarded contracts without running their own solicitation.

Why Agencies Use 791

  • Free to join — no membership fee, no annual dues, and no obligation to purchase.

  • Open nationwide — eligible K-12 districts, colleges and universities, cities, counties, state agencies, special districts, and qualifying nonprofits in any state. Ohio agencies participate under their interlocal authority (ORC 9.48).

  • Immediate access — once your agency’s agreement is recorded, the full contract portfolio is available right away.

  • Competitively awarded contracts — including the roofing services and supplies contract Prodigy is awarded under.

How to Join

Joining takes two documents: a board resolution authorizing the interlocal agreement and the signed agreement itself, submitted to the cooperative — access begins as soon as they’re recorded.
